Rhythm Plus is actively involved in delivering, jointly with its international partners, high-end consulting services in infrastructure sector, road construction. Baseline services rendered include:

Irrigation and Water Resources Management

Rhythm Plus is being involved in implementation of one of the largest Irrigation and Water Resources Management projects in terms of budget, funded by ADB.

The project includes: preparation of the bidding documents for ICB on rehabilitation of pumping stations and connected machine canals, preparation of Feasibility Study Reports on selected non-core subprojects (pumping stations and machine canals), preparation of bidding documents for ICB and carrying out of ICB for rehabilitation of non-core sub-projects and machine canals.

With this regard the area of expertise would include:

  • detailed and engineering designs and drawings for pumping plants and irrigation systems
  • construction supervision
  • contract management
  • preparation of bidding documents and carrying out of ICBs

Institutional streamlining:
Establishing of Road Equipment Pool Company

One of the earliest international projects of Rhythm Plus with ADB was creation from the zero-ground level of the Road Equipment Pool Company, again the first of its kind in Uzbekistan, which was supposed to be the equipment support basis for upcoming new projects in Uzbekistan in road construction sector with participation of several international finance organizations.

Key expertise areas are:
  • drafting the company’s charter
  • preparation of business management plan and human resources strategy
  • preparation of financial projection and financial management plan, marketing strategy and plan
  • providing management assistance for the development of hiring and cost control systems (including the calculation of rentals), maintenance systems, and equipment replacement strategies and processes

After completion, a brand new REPC was established in Uzbekistan fully equipped with brand new road construction equipment and machinery mainly imported from Japan, EU and Asian countries (rollers, trucks, vibrators, asphalt-concrete plants, pavers etc).

Diagnostic Study of Companies

Diagnostic services of the Company are based on direct study and an evaluation of the business and, as a rule, represent the first stage of cooperation with corporate clients.
The output of Diagnostics is the Diagnostic Study Report which reveals the state of Client’s business for the Client and the Company and serves as a starting point for the further work.

In the Diagnostic Study Report the enterprise is examined from different perspectives, including management and organizational structure, sales and marketing, manufacturing and procurement, information technologies and human resources, market position and industry, and also other important aspects.


In this framework the Company provides the following kinds of services:

Procurement Advisory

Procurement advisory services of the Company are based on needs of the Client for purchases of the goods and services.
