The Project includes the reconstruction of a 78 km long section of the A380 highway, consisting of the following three sections/lots: i) Lot 1 – between km 150 and km 188; ii) Lot 2 – between km 188 and km 208 and iii) Lot 3 – between km 208 and km 228. The project scope includes road rehabilitation, following mainly the existing alignment in both, urban and rural areas; introduction of cement concrete pavement; construction of 30 culverts, six bridges, five interchanges (BRIDGES AND RAMPS); and fixing of road inventory with enhanced road safety measurements. The project area falls in three districts of the Bukhara region namely Karaulbazar, Kagan, and Bukhara as well as Bukhara and Kagan cities. FIDIC conditions of contract.

Description of actual services provided in the assignment:

The main project design parameters are:

• Design speed: 120 km/h
• Number of lanes: 4
• Lane width: 3.75m
• Carriageway width: 7.5 m
• Shoulder width: 3.0 m unpaved
• Total road width: 25.10 m

The scope of Services is as follows:

1. On site full time construction supervision: function as The Engineer in administering the civil works contract in accordance with the Conditions of Contract (FIDIC- Red Book 2017 second edition) and ESMP, and also advise The Employer on all matters concerning administration and implementation of the contract including quality control, environmental and social (E&S) aspects, work progress, and dispute resolution;
2. Review of detailed designs and approval for construction: Review the detailed designs, in particular for the bridges and interchanges and recommend improvement or changes, if necessary.
3. Support to The Employer in procurement of civil works contractor composed of: review of received Bids for the civil works and maintenance; support in preparation of Bids Evaluation Report for recommendation for contract award selection; drafting of the civil works contract after negotiations between The Employer and the selected contractor and award of the civil works contract.

Establishment and measurement at commencement of the civil works contract of the project baseline, and thereafter every year, of various project parameters indicating performance of the Project. These indicators and their values will be agreed upon with the Client and the Bank.
