Technical supervision and administering the civil works contracts of reconstruction of a total length of 106.4 km of road with cement concrete pavement in the road (i) 4R105 Darband-Boysun-Elbayon on the section of 5-70km and 4R100 Manguzar-Jarkurgan-Bandixon-Oltinsoy-Denov on the section of 128-174km; (ii) Supply and installation of weigh-in-motion (WIM) systems at particular road sections. FIDIC conditions of contract.

Description of actual services provided in the assignment:

1. Design Review and Approval. Review the detailed design and propose changes if necessary, provide periodic status reports to the EA and ADB on the design review, identify any problems and difficulties encountered and the proposed solutions.
2. Contract Administration and Construction Supervision. Administer the civil works contract and supervise the day-to-day civil works on the site, and certify the works in accordance with contract conditions.
3. Inspection of Contractor’s construction equipment, results of material and soil tests, safety of the works, property and personnel. Inspect and test all materials and works to ensure compliance with specifications and giving immediate notice to the Contractor to remedy in the event that such materials and works fail to comply with the specifications.
4. Ensure that the detailed specifications and installation of the WIM by the contractor (or its specialized sub-contractor) are in conformity with the defined specifications and/or meet the required performance criteria as appropriate.
5. Establish efficient procedures for verifying Contractor performance and reporting progress and problems in a timely manner, including quality control reports, quantity survey records, requests for variation or change orders, requests for time extension, and Contractor’s claims and invoices.
6. Check “as-built” drawing prepared by the Contractors. Keep and record a complete set of as built drawings in paper and electronic formats for archiving in the Employers repository.
7. Ensure that road safety design requirements are implemented in accordance with the contract documents and specifications.
8. Assist the EA for provisional and final hand over by the contractors.
9. Monitor Contractors’ conformity with environmental and social impact controls, as well as with traffic control and road safety action plan during construction.
10. Project Performance Monitoring/Benefit Monitoring and Evaluation: The consultant shall establish a system for project performance monitoring in accordance with the project framework.
