About project
MASDAR company was awarded to construct a 250 MW project in Bukhara region with a proposal 3,044 US cents per kilowatt-hour of energy charge. It is important that this is first project which will be implemented with a Battery Energy Storage System (BESS) with a capacity of 63 MW.
Description of actual services provided in the assignment:
Masdar (private partner) and National Electrical Grid of Uzbekistan (public partner) appointed Independent Engineer (RP & ATA) to perform Conditions Precedents of PPA, Environmental and Social Management and Field monitoring. RP’s assignment coverage in accordance with the mentioned scope is as below:
Pre-Construction Phase:
- ESIA, ESMS and RLRAP completion review in connection with the Project required under the international standards envisaged in the PPA and the Laws of Uzbekistan;
- ESIA and ESMS Requirements Confirmation in form and substance satisfaction, as well as associated mitigation plans;
- Confirmation that all applicable portions of the livelihood restoration and resettlement measures in the RLRAP have been implemented in a manner consistent with E&S Law and the International E&S Standards by the both partners accordingly, including execution of payments and compensations to the affected people.
Construction Phase:
- Environmental and Social Management Review and Field Monitoring during Construction (quarterly).
Operation Phase:
- Environmental and Social Management Review and Field Monitoring during Operation (semi-annual).
- End of First Year Review.
