About project

In 2021, Masdar signed an agreement with the Ministry of Investment and Foreign Trade of the Republic of Uzbekistan and JSC National Electric Grid of Uzbekistan.

To design, finance, build and operate a 457-megawatt (MW) utility-scale solar PV project in the Surkhandarya Region, as well as two 220-MW solar PV projects in Jizzakh and Samarkand regions of Uzbekistan.

Description of actual services provided in the assignment:


Independent Engineer for constructions Jizzakh project with a capacity of 220 MW, Samarkand project with a capacity of 220 MW, Sherabad project with a capacity of 456 MW. This project is located in Jizzakh, Samarkand and Surxondaryo Region.

Pre-Construction Phase:

  1. ESIA, ESMS and RLRAP completion review in connection with the Project required under the international standards envisaged in the PPA and the Laws of Uzbekistan;
  2. ESIA and ESMS Requirements Confirmation in form and substance satisfaction, as well as associated mitigation plans;
  3. Confirmation that all applicable portions of the livelihood restoration and resettlement measures in the RLRAP have been implemented in a manner consistent with E&S Law and the International E&S Standards by the both partners accordingly, including execution of payments and compensations to the affected people.

Construction Phase:

  1. Environmental and Social Management Review and Field Monitoring during Construction (quarterly)

Operation Phase:

  1. Environmental and Social Management Review and Field Monitoring during Operation (semi-annual).
  2. End of First Year Review.
