The objective of the assignment is to support the Client in successful implantation of a Priority Investment Program (“PIP”), which includes following investment components: (a) Water supply – rehabilitation of deteriorated sections of the water supply networks, including water mains; rehabilitation of water intakes, water treatments plants, including chlorination houses, clean water reservoirs and water pumping stations; supply and installation of water meters for household consumers and for flow metering in water supply networks; supply and installation of shut-off and control valves; implementation of remote control of flows and pressure heads at the networks, (b) Wastewater – rehabilitation of Pap city Wastewater Treatment Plant.

Description of actual services provided in the assignment:

Establishment of the Project Implementation Unit (PIU) – Identification of PIU staff needs – Development of a Training Plan; Establishment of PIU Operating Procedures particular to the EBRD Project.

Procurement, Tendering and Contract Implementation – Procurement and Contracting Strategy; Procurement Plan; Preparation of Detailed/Construction Designs, Technical Requirements and Terms of Reference for consultants; Support during the preparation of Tender Documents (TD); Support during the procurement process; Support during the evaluation process; Support during contract finalisation; Supervision of supply of goods and related services contracts; Supervision of the works contracts.

Environmental and Social Implementation Support – Implement measures required under the Environmental and Social Analysis and Audit, Stakeholder Engagement Plan (SEP) and the E&S Action Plan (ESAP). This will also include preparation of the national Environmental Impact Assessment (EIA) and public hearings in accordance with the regulatory requirements and EU EIA Directive and obtaining the approval for the EIA.

Reporting – The Consultant will provide the Client and the EBRD with information, designs, data and documentation through submission of periodic reports prepared during the course of its service or specific reports prepared at the request of the Client. In addition, Inception Report, Monthly Progress Report, Quarterly Progress Report, Draft Project Completion Report, Project Completion Report.
