The objective of the feasibility study for the planned investment project is to analyze the most effective and most appropriate technical solutions to achieve the project objectives by: (i) ensuring reliable access to clean drinking water; (ii) reduce the negative impact on the environment as a result of pollution by sewage; and (iii) improve the efficiency and sustainability of drinking water supply systems, wastewater collection and disposal in project cities.

Description of actual services provided in the assignment:

  • Task A – Investment Planning
  • Analysis of the current state of the infrastructure and update of existing data.
  • Identification of investment needs and priority investment program.
  • Review of alternatives and options assessments.
  • Preparation of feasibility level drawings, technical specifications, cost estimates etc.
  • Preparation of preliminary procurement packaging and implementation plans.
  • Task B – Financial and Economic Analysis
  • Analysis of the current financial and economic condition.
  • Development of the technical and economic part (Business plan) for 20 years or another period in accordance with the loan maturity.
  • Calculation of the loan repayment schedule.
  • Task C- Social Assessment and Beneficiary Survey
  • Focus group discussions.
  • Household research and surveys.
  • Development of a resettlement policy framework.
  • Task D – Environmental and Social Impact Assessment (ESIA)
  • Environmental and Social Impact Assessment study for the investment project according to the World Bank Safeguards Policies and Uzbekistan National laws on environmental protection.

As part of ESIA study, development of an Environmental and Social Management Plan (ESMP).
