Oversight with regard to demand driven investments in basic infrastructure and services in selected qishloqs (villages) in Namangan region (Phase-1). IDA Credit 6502-UZ.

The RIDP is implemented by the Ministry of Economic Development and Poverty Reduction (MoED) with financing from the World Bank (WB) and the Asian Infrastructure Investment Bank (AIIB). The development objective of the RIDP is to (i) improve the quality of basic infrastructure and (ii) strengthen participatory local governance processes in Selected 67 Qishloqs in Namangan region, where participatory local governance refers to inclusive community participation in needs assessments as well as the planning, prioritization, and selection of subproject investments, and oversight activities including the monitoring of procurement, subprojects, and social audits.

Description of actual services provided in the assignment:

Preparatory Phase. Participate in RIDP launch workshops organized at the national and regional levels by the MoED PIU. Mobilize and deploy Qishloq Facilitators, Qishloq Engineers, other key staff and provide logistical support throughout the region. Develop awareness-raising materials on the RIDP objectives, processes, and principles targeting DPCs, MCA and qishloq residents in Russian and Uzbek languages in line with the RIDP POM and Community Mobilization Manual and approved by the RIDP PIU. Develop training and capacity building materials targeting Qishloq Facilitators, Qishloq Engineers, and MDUs in Russian and Uzbek languages in line with the RIDP POM and Community Mobilization Manual and approved by the RIDP PIU. In consultation with the PIU, develop a work plan and methodology for community mobilization activities that minimize risks associated with COVID-19 and are in line with prevailing norms and regulations for public gatherings and social distancing. Develop training curriculum for community resilience to future pandemics, disaster and climate change risks.
