For preparing the Northwest Region Power Transmission Line Project (the Project), suitable for ADB financing. The Project will strengthen energy security through improved power system reliability and efficiency by constructing a new domestic transmission line without passing through any other country. The new line will evacuate power from Takhiatash Thermal Power Plant (TPP).  The national power transmission system is owned and maintained by the State Joint-Stock Company Uzbekenergo.

Description of actual services provided in the assignment:

1. Review and assess sector performance and identify sector development constraints;
2. Prepare energy sector overview and conduct sector risk assessment;
3. Conduct technical, financial and economic, environmental and social safeguard due diligence assessment of the Project including rapid gender analysis and social risk analysis (core labor standards);
4. Verify the technical design, scope and cost of the Project;
5. Assess the structure and current status of transmission asset management and transmission planning systems, propose options for transmission system modernization and identify the most optimal solution;
6. Undertake economic and financial analysis of the Project according to ADB requirements and update financial management assessment of the executing agency;
7. Propose the most appropriate and cost-effective solutions for river-crossing towers;
8. Conduct alternative analysis and least-cost analysis for the Project;
9. Prepare bidding documents for the entire Project in accordance with ADB’s procurement guidelines and etc.
