SJSC “Uzbekenergo” started the modernization of electricity metering equipment at power facilities and installation of Advanced Electricity Metering (AEM) devices for domestic consumers. With the introduction of new electronic electricity metering devices the automated electricity metering system will be implemented. The Component 1 of the project will include supply, installation, and commissioning of (i) advanced electricity meters (AEMs) for about 1.2 million low voltage customers, both residential and institutional, and bulk AEMs to be installed (replace the existing and outdated metering infrastructure) the low voltage side of the distribution transformers together with the required current transformers in the three regional distribution companies in Tashkent City, Tashkent and Syrdarya regions; (ii) data concentrators, and communication systems among various subsystems, the centralized management system in Tashkent and AEMs of both low voltage and medium and high voltage customers of the three regional distribution companies; and (iii) hardware and software of one metering data management (MDM) systems, one for each of the three regional distribution companies.

Description of actual services provided in the assignment:

  1. Development of technical specifications for metering equipment (meters); data hubs; data collection and transmitting equipment.
  2. Development of technical requirements for operation center hardware and software for the automation of business processes, data collection system, billing (automated payment system) and data storage system.

Preparation of bidding documents for procurement of Advanced Electricity Metering Systems in accordance with World Bank procedures and requirements.
