About project
Second CAREC Corridor 2 Road Investment Program – Project 2, Reconstruction of A-380 highway km 355 to km 440 (total length – 85 km) in the Bukhara region.
The Project involves the technical supervision of reconstruction of 2-lane asphalt concrete road to 4 lane cement concrete road including clearing, sub base, base, shoulder, guardrails, road marking and signing, bus stops.
Description of actual services provided in the assignment:
Review design. Review the geometry, pavement, bridge, and other structural designs, drawings, specifications, construction method etc., prepared by the Employer. Recommend to revise or update the design for achieving greater economy, safety, reliability, and/or durability.
Supervision and project administration actions. Supervise the contractor’s work and certify the Contractor’s work in accordance with contract conditions. Develop quality assurance system and quality control plan, especially concentrating on provisions of cement concrete pavement. Certify work volume and process interim and final payments of the contractors. Establish efficient procedures for verifying the contractor’s performance and reporting progress and problems in a timely manner, including quality control reports, quantity survey records, requests for variation or change orders, requests for time extension, and contractor’s claims and invoices. Ensure project financial management procedures are in place and are strictly followed, specifically relating to payments, financial accounting, financial reporting and record keeping. Check “as built” drawing prepared by the Contractor.
Contract Administration and Construction Supervision. Administer the civil works contract and supervise the day-to-day civil works on the site, and certify the works in accordance with FIDIC conditions of contract.
Safeguard compliance monitoring. Monitor Contractor’s conformity with environmental and social impact controls. If the project involved land acquisition and resettlement, prepare land acquisition and resettlement plan (LARP) and supervise the implementation of LARP. Monitor implementation EMP by contractor.
Reporting. Reporting and updating the works implementation schedule, highlighting any foreseen delays, and timely proposing corrective measures. Collect baseline data based on the indicators agreed in the project’s design and monitoring framework. Prepare all require monitoring report related with the implementation of safeguard requirement. Maintain up to date financial and other records for review, if and when needed, by ADB.
