Individual consultants were hired to assist the Ministry of Health (MoH) (Executing Agency) in preparing the Feasibility Study for the Development of Primary Health Care Project

July.2018 — October.2018

To assist its approval in relevant government agencies to ensure the effectiveness of the project. The group of individual consultants included: Team Leader, Medical Equipment / Procurement Specialist, Economist / Financial Specialist, Institutional and Social Development Specialist.

Description of actual services provided in the assignment:

  1. Communication with several project stakeholders, including government agencies, ADB, MOH / CBPI.
  2. Preparation of relevant sections of the feasibility study, covering (i) a detailed description of the primary health care system and its issues, indicating all possible solutions to the problem concerned (achieving the project goal); (ii) information on the role of family policlinics, the number of patients, the number of specialists employed in the health care system; (iii) information on previous projects to improve primary health care, if any.
  3. Preparation of the project implementation schedule.
  4. Assistance in the expertise of the report on the feasibility study in the State Committee on Investments and the Ministry of Finance of the Republic of Uzbekistan. Assistance to the Ministry of Health in reviewing comments and explanations to ensure compliance of documents prepared with due regard for the requirements established by applicable law.
  5. Preparation and coordination of the draft government decision on the implementation of the investment project “Development of primary health care.” Assist in its approval in public institutions in accordance with established procedures.
