The primary objective of this consultant service is to provide comprehensive assistance to the Project Coordination Unit (PCU) in the implementation of the project, рrераrаtiоп of bidding documentation, conducting an effective tепdеr рrосеdurе and evaluation of bids, supervision of construction, modernization, installation and associated works, as well as monitoring of the project implementation, and participation in the рrеlimiпаrу commissioning of facilities and works for district heating systems. It includes: Construction of boiler houses with installation of new gas boilers with а total capacity of about 10 MW (50MW+2 boilers of ЗOМW each). Replacement of district heating networks with installation of pre-insulated pipes; installation of IHSs in residential and public buildings; partial reconstruction of the electric distribution network and power cable; installation of trапsfоrmеrs in existing substations (SAR) and construction of a new SAR; reconstruction of existing water supply networks in the boiler house and construction of new one. Supply of tools, equipment and mechanisms necessary fоr maintenance of DH systems in heat supply organization.

Description of actual services provided in the assignment:

Support PCU and DHEs in Project Implementation and Procurement Activities:

Review the existing feasibility studies and consideration of the proposed technical solutions, technical design and configuration for boilers, pre-insulated pipes and IHSs. Prepare technical designs, specifications, and bidding documents for approvals; Support the PCU in conducting tendering procedures, including clarifications and pre-bidding conferences at the sites and the prepare of relevant responses to bidder’s questions as necessary. Assist in bid evaluation process in reviewing the bids, preparing requests for clarifications to bidders and drafting the bid evaluation reports. Assist in preparation of the draft contract with Contractors and Suppliers and support the PCU in contract negotiations; Participate in meetings with the general contractors and the DHEs prior to the commencement of construction work to discuss and complete the project implementation work program and reporting procedures under the contracts. Support the PCU and DHEs in monitoring of the project implementation process, identification of actions and resources to meet the work schedules to meet the needs under the different contracts, as well as identification of optimal solutions for the implementation of the project and verification of materials and equipment used in the construction works in accordance with the approved drawings and technical specifications set forth in the contracts, and etc.
