A project preparatory technical assistance (PPTA) from the Asian Development Bank (ADB)

May.2017 — February.2020

Will modernize three existing hydropower plants (HPP), construct three new run-of-river small-sized HPPs, and provide capacity development for mini/micro HPPs development in Uzbekistan. The six sub-projects are selected based on age of plants, technical and economic viability, and prioritized in the national investment program. The project will contribute to increasing renewable energy and access to reliable energy, and building capacity for sustainable clean energy development.

Description of actual services provided in the assignment:

Consulting services included:

  1. Review existing reports and data, conduct surveys and prepare due diligence reports for each of the sub-projects on the technical economic and financial viability covering the rationale, scope, technologies, technical specifications, cost, design, schedule, implementation arrangements, risks and mitigation measures;
  2. Ensure compliance with Asian Development Bank’s (ADB) Safeguard Policy Statement (SPS) 2009, by conducting environment audit and helping the project executing and implementation agencies (EA/IA) prepare the initial environmental examination (IEE), environmental impact assessment (EIA) report and climate change assessment report that include mitigation and institutional strengthening measures;
  3. Prepare/update the energy sector assessment, EA and IA’s financial management assessment, and procurement capacity and risk assessment and management reports;
  4. Assist and advise ADB staff in processing the necessary financing by providing inputs to ADB’s report and recommendation of the president (RRP);
  5. Prepare necessary project documents (government’s feasibility study), and help the EA/IA project approval by the government;
  6. Prepare the bill of quantities (BOQ) and bidding documents and assist the EA/IA in procurement (advance contracting) for the modernization sub-projects.
